July 2007

 Dear PSS Registrant,

In 1980, through the foresight and leadership of a small group of dedicated public sector officials, Public Service Skills, Inc. (PSS) was formed to help public agencies meet their interim staffing requirements.  Over the past twenty-six years the California State Association of Counties (CSAC) and the League of California Cities (the League) have proudly sponsored PSS.  Through the combined efforts of PSS, CSAC and the League, hundreds of retirees have stayed active in their profession while helping cities, counties and special districts fill their temporary staffing needs.

Since January, PSS and the League have been working to transform PSS’ labor-intensive placement service to a streamlined Internet-based resource tool.  Capitalizing on technological advances and existing League resources, interim placement services will now be provided solely through Western City magazine’s interim job listings and MuniLink’s service providers resource directory.  The Web address for Western City magazine’s interim job posting site is www.westerncity.com/interim; MuniLink is located at http://www.cacities.org/munilink.

Beginning July 30, public agencies with temporary staffing needs and individuals seeking interim assignments can connect via these two centralized Internet tools.  Once a temporary or interim staffing need arises, public agencies may elect to post an announcement on Western City magazine’s interim job listing and use MuniLink’s search capabilities to identify candidates.  Occasionally, expediency or confidentiality will require a public agency to rely exclusively on MuniLink.  Whether the search is public or confidential, MuniLink registration is the definitive way to notify public agencies of your interest in and availability for interim assignments.

MuniLink’s on-line registration is quick and easy.  A step-by-step registration guide is available at www.cacities.org/resource_files/25791.regguide.doc.  MuniLink is also inexpensive.  PSS’ three percent of earning contribution has been replaced with a flat $200 annual registration fee.  Best of all, MuniLink is easy to use and provides public agencies instant access to your information.

Over the years PSS has been honored to assist hundreds of individuals like you find interim assignments.  With the launching of the League’s Internet-based service, PSS is winding down as a business, a process which began last January.  The League looks forward to carrying on PSS’ public service commitment and believes the new Internet tools will streamline the process of connecting public agencies with you.

 Respectfully,
